Once upon a time, in the land of the Philippines, A group was formed to unite all local government teams. They called themselves ULAP, the League of Leagues, Bringing together officials, like a family of trees. In nineteen ninety-eight, their journey began, To lobby for change and create a better plan. They registered in nineteen ninety-nine, With a mission to strengthen, and to shine. Executive Order 351, in two thousand and four, Endorsed the work of ULAP, forevermore. They convened and represented, with all their might, To make sure LGUs had a voice, shining bright. ULAP's role was to develop policies and programs, To empower LGUs and help them take a stand. With local autonomy and good governance in mind, They worked tirelessly, leaving no stone unturned.
